Anybody can change an oil filter
Oil filters clean the engine oil of combustion residuals, dirt and particles. So changing the oil filter is necessary with every oil change, if need be in the meantime as well. An oil change needs to be done every 30,000 – 50,000 km in modern cars. Changing the oil filter does not require any special knowledge. In most cases, the lid of the oil filter needs to be fastened with a torque defined by the manufacturer, so aside from a fitting socket, a torque wrench is needed as well. Aside from the oil filter, sealing and the oil drain plug need to be changed as well when changing the oil.
Systematical oil cleaning
The alloyed multigrade oils used in modern cars contain additives, that lead to suspended dirt and particles in the oil. In this way, deposition of oil sludge is prevented. Using these alloyed multigrade oils requires an oil filter that permanently removes foreign bodies from the oil circulation and that cleans the oil. Some oil filter systems are parted in a main flow filter and a partial-flow filter. The main flow filter removes all foreign bodies above a certain particle size, while the partial-flow filter cleans the oil by using finely structured filters.

Without oil filters, the engine would wear down more quickly. The environment would be affected as well and fuel consumption would be higher. Compared to the great use that a fresh oil filter offers, the low price is in no relation. An oil filter in OEM quality is available from as low as 5 Euro, depending on the car model.
